A. Try creating a new dA account, using an email address you have not used on dA. If it says you're banned, your IP is banned.

Q. How do I change my IP?
A. Either use an internet connection you haven't used on dA, or hide/change your IP address.

A. Proxy servers ??? (but doesn't always work - check by trying to create a plz account, or something)
